STILLWATER, Okla. —
Payne County adopted a cellphone policy at Monday’s Payne County Budget Board meeting.
County Clerk Glenna Craig voted against the policy change. Payne County Assessor James Cowan wasn’t present.
The Budget Board has been discussing cellphone policy changes for several months.
In those months, the Board has discussed eliminating county-supplied cellphones and offering a stipend to pay county employees to use personal cellphones for county business. Discussion also has swirled around Internal Revenue Service regulations about making or receiving personal calls on county-supplied cellphones.
Monday, the Budget Board approved a policy allowing employees to make or receive occassional or infrequent personal calls on a county cellphone during the lunch hour or scheduled break. In an emergency, employees would be able to use a county cellphone during office hours.
Each county elected official will audit the cellphone use of their employees to ensure county policy is upheld.
Violation of the policy will be grounds for discipline, up to and including firing the employee.
