Stillwater man charged with four counts of lewd or indecent proposals to children under 16

STILLWATER, Okla. — A Stillwater man is charged with four counts of lewd or indecent proposals to a child under the age of 16.

According to the court documents, Franklin Martin, 42, admitted to having three girls — ages 3, 4, and 7 — fondle him. Martin is in the Payne County Jail. Judge Katherine Thomas has set bail at $100,000.

The three girls were previously placed in a foster home in Yale after the Department of Human Services received multiple referrals of unsafe living conditions. They had been removed from the home Jan. 29.

At the foster home, the girls told the foster parent about sexual abuse by a male they called "Uncle Frank," according to court documents. During interviews with police and child welfare specialists, two of the children said "Uncle Frank" had sexual contact with all three girls.



Stillwater police officer Jeff Watts stated he contacted the suspect on March 13 about allegations made by the girls. The suspect agreed to speak, but wasn't able to meet Watts until the next day. The suspect initially denied any sexual contact. He later admitted to having the girls fondle him. On one occasion, the suspect stated  the incidents had began within the last year multiple times.
