Perkins man sentenced to 23 years in prison for child pornography conviction

STILLWATER, Okla. — Payne County Judge Steven Kistler found a Perkins man guilty of aggravated possession of child pornography and unlawful access to a computer during a nonjury trial Monday at the Payne County Courthouse.

In February 2012, Garry Randall "Randy" West, 52, was charged with aggravated possession of child pornography and unlawful access to a computer following an investigation by Stillwater Police Department Criminal Investigation Unit inspector Greg Miller. The investigation was conducted in September 2011.

Miller used a peer-to-peer file sharing method to gather information from a national database that includes date of contact, IP address, file names, file size and SHA1 signature of the file, according to an affidavit. Miller was able to obtain an IP address through Suddenlink Communications that linked nine files on the P2P network that he deemed as child pornography to Randy West, 419 NW 2nd St.

Prosecutor Debra Vincent called Miller to the stand as a witness. Miller told Vincent that the defendant's computer equipment — an Acer laptop and an external hard drive — had been seized.

The prosector handed Miller a sealed envelope and asked him to remove the contents and tell the court whether he recognized them.

Miller said yes, that approximately 125 photos were compiled as evidence.

Kistler found West guilty. He sentenced West to 23 years in prison on the child pornography charge and five years on the computer charge. The sentences will run concurrently. West will have to serve 85 percent of his sentence before becoming eligible for parole. Once he is released from prison, he must register as a sex offender.

West can appeal the conviction. He is in custody in the Payne County Jail.
