Government Watch: Stillwater city councilors to have busy Monday meeting

STILLWATER, Okla. — Stillwater city councilors face a busy Monday night with Community Development Block Grant hearings, possible adoption of a comprehensive plan and an executive session that includes responses to a zoning lawsuit filed by Robert Kerns, a workers compensation claim and airport tower closings.

The Stillwater City Council will meet at 5:30 p.m. Monday in the Stillwater Municipal Building, 723 S. Lewis.

In March, the city held public hearings seeking resident input on how to spend approximately $97,500 of Community Development Block Grant money. The city must match the total.

City officials received many suggestions.

They ranged from an aquatic splash pad at Southern Woods Park to a storehouse for a citywide food pantry operated by churches and volunteers.

City Grants Coordinator Valerie Silvers is recommending two projects — culvert replacement at the intersection of 19th Avenue and Sangre Road and 3300 E. Raintree Drive in the Stonegate addition.

The city has earmarked $51,091 from the CDBG for the Sangre Road project. It will match the amount, according to Silvers report.

It will use $51,917.50 from the CDBG for the Stonegate project, matching it with $15,000 in engineering services and $36,917.50 in construction costs. The city’s costs will be taken from the Fiscal Year 2013/2014 Stormwater funds, the report states.

Councilors also will discuss and possibly take action on:

• The city’s new comprehensive land use plan. The plan will replace one adopted in 2001. At its March 5 meeting, the Stillwater Planning and Zoning Commission unanimously voted to recommend the City Council adopt the comprehensive plan.

• A lawsuit in March by Robert Kerns seeking a permanent injunction against the City Council’s decision that prevented property on Mercury Avenue to be zoned for construction of a multi-story apartment complex. The land is zoned industrial. He sought to change the zoning to residential multifamily. Property adjacent to the site is zoned residential multifamily. Councilors will discuss the lawsuit in executive session.

• A specific use permit request to allow a dentist office in Lakeview Pointe Shopping Center on Perkins Road. The applicant is Gene Gay of My Dentist. The 1.5-acre lot is vacant. The dentist office will be 4,566 square feet with 39 parking spaces. The planning commission voted 4-0 to accept staff findings and recommended the City Council approve the change.
