Industries avoid zoning issues by locating in rural Payne County, resident says

STILLWATER, Okla. — Industries are coming to rural Payne County to avoid zoning ordinances, Earl Wooton told County Commissioners Monday.

Wooton lives off East Leland Street near Cushing. He purchased the quiet country home in the early 1990s. Today, the area is home to several oil-related industries that operate 24 hours a day.

They provide jobs, but they also produce air and noise pollution, Wooton said. Paint overspray from one of the industries has caused approximately $83,000 damage to his vehices.

Wooton said he has talked with city of Cushing officials and state agencies, but keeps hitting dead ends.

He asked commissioners if the county could develop zoning ordinances to regulate growth.

Assistant District Attorney Lowell Barto said the county doesn’t have the authority to regulate zoning. State legislators granted zoning ability to large counties, but prevented smaller counties, like Payne, from creating zoning laws.
