Board to consider emergency declaration for Lone Chimney

STILLWATER, Okla. — Payne County commissioners will vote to approve an emergency declaration for the Lone Chimney Water Association Tuesday.

Commissioners will vote on three resolutions at the 9 a.m. meeting in room 200 of the County Administration Building, 315 W. 6th Ave.

The association, which is in charge of the operation of Lone Chimney Lake, appealed to commissioners at the Jan. 14 meeting to pass an emergency declaration.

According to the resolution, the lake provides water for 16,000 residents, including people in Payne, Noble, Lincoln and Pawnee counties.

An emergency declaration would bring the lake to the attention of Gov. Mary Fallin, said Payne County Emergency Management Director Jeff Kuhn.

The water association received a $3.355 million loan from the Oklahoma Water Resources Board in September to build a 12-mile pipeline from the lake to the Stillwater water treatment plant.

County Commissioner Chris Reding said the declaration would open the door for the state agency to provide more assistance.

Oklahoma Water Resources Board Director of Communications Brian Vance said the board could provide additional funding for the lake association. Vance said representatives from the lake have been working with the board’s financial department.

A second resolution would authorize commissioners to buy a crane for road maintenance. The money would be taken from the portion of county sales tax designated for capital improvements, according to the resolution.

A third resolution would authorize the start of an asphalt overlay for Ninth Street between State Highway 18 and Kings Highway outside of Cushing.

County Commissioner Zach Cavett said the project is set to begin when the ground temperature is 40 degrees or above.

After the project is started, Kerns Construction has 60 days to finish it, Cavett said.
