Stillwater may double parking fines

STILLWATER, Okla. — Illegal parking fines in Stillwater could double on Jan. 1.

Stillwater city councilors will consider fine increases at their 5:30 p.m. Monday meeting at the Stillwater Municipal Building, 723 S. Lewis.

The Carl Walker, Inc. parking analysis recommended doubling fines. The study focused on downtown Stillwater, Washington Street, Campus Corner, fraternity/sorority area and Westwood neighborhood adjacent to the Oklahoma State University campus.

The City Council reviewed and approved the approximately $60,000 study in March 2013.

It asked the Parking Steering Committee to develop and help implement portions of the study.

Business Improvement District No. 1 and the Campus Corner and Washington Street Merchant Associations have been informed about the fine increases, according to a staff memo prepared by Stillwater City Manager Dan Galloway.

The last time Stillwater increased parking violation fines was 1999, according to Galloway’s memo.

In March, Carl Walker, Inc. Vice President of Studies and Operations Consultant Matthew Inman recommended fine increases to bring Stillwater’s parking violation fines in line with those charged by Oklahoma State University.

Fines for illegal stopping or parking will rise from $10 to $20 if paid within 48 hours, excluding Saturdays, Sundays and holidays.

The fine will increase from $20 to $40 if it is paid outside the 48-hour period.

The fine for improper parking will go from $15 to $30 if paid within the 48-hour grace period. It jumps from $30 to $60 outside the grace window.

Overtime parking fines will go from $5 to 10 if paid with the grace period or $10 to $20 after 48 hours.

A second proposed ordinance makes it illegal to park on sidewalk, in a private driveway or on private property without permission from the owner.

It also establishes parking regulations for taxi cabs and buses.
